The reference to ‘some agencies’ in the Task Force Victor briefing document is probably a reference to America’s Federal Bureau of Investigation Hostage Rescue Team, with which the SOG trains and maintains close links.137 Like the British SAS, the FBI Hostage Rescue Team has developed a controversial reputation for its use of military tactics in law enforcement contexts.

During an infamous siege at Ruby Ridge, Idaho, in 1992, the FBI Hostage Rescue Team used controversial rules of engagement that were subsequently ruled unconstitutional. The siege took place after Federal Marshals came onto the isolated rural property Randy Weaver shared with his wife, four children and family friend, Kevin Harris. Weaver was a Federal fugitive who had failed to appear on a weapons charge. The occupants of Ruby Ridge were Identity Christians, who view the United States Government as evil, live separately from mainstream institutions and support white separatism. The Ruby Ridge occupants were hunters and rarely went outside unarmed.

Alerted by their Labrador dog’s barking, Harris, Weaver and fourteen-year-old Sammy Weaver pursued what they thought might be a deer; instead they discovered the Marshals. A firefight ensued and the dog, Sammy Weaver and one Marshal were killed. Sammy Weaver was shot in the back as he tried to run away. Weaver and Harris retreated to their cabin and, along with the others inside, refused to come out.138

The FBI drew up rules of engagement for the siege that followed, which directed that:

If any adult in the compound is observed with a weapon after the surrender announcement is made, deadly force can and should be used to neutralize this individual. If any adult male is observed with a weapon prior to the announcement, deadly force can and should be employed, if the shot can be taken without endangering any children.139
